ORGANIZATIONAL STRUCTURE, MANAGEMENT AND KEY PERSONNEL
1.1 BACKGROUND AND CONTACT IINFORMATION
Resources Development Consultants Limited [RDC], incorporated in 1976 as a limited liability company, is a leading multi-disciplinary consulting Firm in Sri Lanka. RDC is registered with and has executed projects for international funding agencies such as the World Bank, ADB, JBIC, NORAD, JICA, FINNIDA, SIDA, USAID, ODA (UK) and the UNDP. The Head Office located in Colombo, the commercial capital of Sri Lanka, is within close proximity to the local offices of the ADB and the World Bank, with its spacious office equipped with modern facilities.
Mr. Cecil Abeysinghe, a Director of the Firm, in charge of the Social Sciences Division and Mr. H. Jayasinghe, also a Director and an Infrastructure Engineer will function as coordinators on the present assginemnt

1.2 ORGANISATIONAL STRUCTURE
RDC's organisation comprises two main divisions, namely, engineering and social sciences with ten sub divisions which includes Highways and Transportation. The operations of the divisions within the Firm are carried out under the supervision of Executive Directors and Senior Staff who supervise the activities of these divisions. The Executive Directors are senior professionals with appropriate academic and professional qualifications. The Executive Directors also form the Core Management Committee of the Firm, for the purpose of monitoring all assignments undertaken by the Firm. The Directors maintain a close liaison with the client organisations and represent the Firm at all review meetings, whether in Sri Lanka or overseas.
RDC's full time staff of over 100 professionals includes Engineers in the Water Supply and Sanitation Sectors, Economists, Sociologists, Architects, Urban and Rural Planners, Management, Financial, Institutional and Human Resource Development Specialists. In addition, RDC is able to draw on the expertise of independent consultants to provide support to the full time professional staff and to serve as team members where necessary. These professionals are assisted by over 45 support personnel.
1.4 PROJECT RELATED EXPERIENCE
The Firm’s expertise has been enlisted to carry out over 300 projects world wide covering sectors such as roads and highways, financial management and large-scale physical infrstructure development programmes. As evident fom the project profiles, in the transport sector, the Firm has been engaged in carrying out feasibility studies, surveys and investigations, conceptual and detailed engineering designs, master planning and construction supervision activities in Sri Lanka and in other developing countries.
